Aero Club Communique #14 of 2026

Good day to all our Aero Club members and the GA Industry. I trust you are well.

12-Year Engine Rule
We are still at an impasse with regard to progress on the promulgation of the amended Part 91 and Part 43. These amendments are with the Minister of Transport for signature.

In addition to the uncertainty about the signing of the amendments that will give relief to owners of older than 12-year engined aircraft, there are no definite guidelines as to the process once the Condition Monitoring Programme may be implemented. This uncertainty is specifically about what the process is for the owners during and after the aircraft has undergone a CMP. For example: what forms will be required, is there a format for the AME report as per Appendix 3, will it be necessary for the aircraft to be inspected after the CMP? There are other uncertainties. We will send a request to the SACAA to find out about these questions.

Congratulations!
It is with great pleasure that we congratulate the South African Gyroplane Association on receiving an award for a television series that showcased gyroplane activity in South Africa. Jacques Swiegers, chairman of SAGPA, said the following about the award: “The Gyroplane Television Series won a Silver Award in the Adventure Category at the International Tourism Film Festival, a proud moment for our gyro community.”

Approved Persons of South Africa
APOSA is a new organisation that sees to the needs of the approved persons in South Africa. By having an organised and formal entity that assists the APs there is a definite advantage that APOSA holds for the Aero Club member. We have common interests and there already is a working relationship with the Experimental Aircraft Association.

APOSA publishes a newsletter. Below is an extract from the May edition with information about APOSA. We will be placing regular news on APOSA future.

Thank you to everyone for your continued support and engagement. This update summarises APOSA's current status, ongoing projects, regulatory interactions, training initiatives, and upcoming actions. Please share the attached presentation with colleagues to help grow the AP environment.

Organisational Overview and Membership
APOSA is now in a steady state.
• Membership: Approx 116 members.
• Governance & Roles: Work continues on the refinement and clarification of roles and responsibilities across Exco and the various working groups. This ongoing process is aimed at strengthening collaboration, improving accountability, and ensuring greater alignment in the execution of strategic priorities.

• Annual General Meeting: Planning underway; a virtual AGM invitation will be circulated.

Finances and Membership Invoicing
Banking and invoicing status.
• Finances: The APOSA bank account is active.
• Membership Invoices: A basic Excel invoicing system was set up and invoices were sent out. We are still refining the system to suit APOSAS specific needs.

Training and Safety Framework
Primary focus area for APOSA.
• Theoretical exams: For our APs in training we would like to confirm which exams can be written at the SACAA across disciplines: CATS & CARS, Gyrocraft, Rotorcraft, Gas Turbines, Airframe General, Aluminium sheet metal structure, Composite, Piston Engine (props and fuel systems), Wood, Fabric and Welded structures, Electrical & Instruments,

Avionics.
• Online training: Peter Lastrucci is currently investigating King's Academy's online aviation maintenance training programme. Feedback and insights from the review process will be shared once the assessment has been completed.

• CAA engagement: We are in ongoing discussions with CAA Members to coordinate formal CAA interaction across Licensing, Airworthiness, and General Aviation.

• Practical training and mentorship: Brainstorming sessions are underway to formalise key areas including theoretical training, practical skills development, mentorship programmes, and targeted marketing initiatives aimed at attracting and supporting future trainees.

• Action: Members who have training resources, mentors, or course suggestions are encouraged to please share them with us.

Website updates: Our webpage is being updated to include detailed information on the process of becoming an Approved Person, the examinations available through the CAA website, and the CAA exam registration process. Once these updates have been completed, members are encouraged to direct AP trainees to the APOSA website for guidance and relevant information. (See: APOSA.org.za.)

THE AAD YOUTH FOUNDATION LAUNCHES FOUNDATION PHASE MATHEMATICS TRAINING INITIATIVE


The Africa Aerospace and Defence (AAD) is an important event in the calendar of the defence industry. Hosted biannually, AAD is the only and largest aerospace and defence Exhibition and Air Show on the African continent. The event holds a flagship status in South Africa's, and indeed the Continent's, defence industry's calendar. The trade show has continued to grow with each edition and will once again bring together some of the world's major industry players to showcase the latest technological innovations in aviation, aerospace and defence industries as well as stage a platform to engage in dialogue and discourse on international defence, aerospace and other related best practices.

WHAT
The Africa Aerospace and Defence (AAD) Youth Foundation will launch a Foundation Phase Mathematics Refresher Training Programme for 15 educators from the SediWes District. The three-day residential intervention, grounded in Mother Tongue-Based Bilingual Education (MTbBE) principles, aims to strengthen mathematical pedagogy, bilingual instruction and conceptual teaching practice at the Foundation Phase level.

WHY IT MATTERS
Foundation Phase Mathematics outcomes in South Africa remain a critical national concern. SediWes District has identified persistent gaps in number sense, mathematical language and bilingual instruction - factors directly linked to reduced learner confidence and achievement in later STEM education. This initiative forms part of AAD YDP's long-term mandate to build a more equitable pipeline of science, technology, engineering and mathematics talent across the country, ahead of Africa's premier aerospace and defence exhibition, AAD 2026 (16-20 September, Waterkloof Air Force Base).

TSA Delivers Unmatched Security, Efficiency for FIFA World Cup 2026

The world's largest soccer tournament kicks off on Thursday, and the Transportation Security Administration (TSA) is proud to play a central role in ensuring the safety and security of millions of travelers for the FIFA World Cup 2026™. President Donald J. Trump and Department of Homeland Security Secretary Markwayne Mullin are committed to ensuring each match is a secure experience for every fan. TSA is critical to this goal; the agency is deploying advanced technologies, expert personnel and innovative resources to welcome visitors from around the globe.

The FIFA World Cup 2026 is the largest and most complex sporting event in history, co-hosted for the first time by three nations - the United States, Canada, and Mexico. With 78 out of 104 matches - including the final four - taking place in 11 U.S. cities over just 39 days, the tournament's footprint is unprecedented.

Otto Aerospace Selects F/LIST to Develop Interior for Phantom 3500

Otto Aerospace has partnered with F/LIST to develop the interior for its Phantom 3500, a clean-sheet, ultra-efficient business jet that leverages breakthrough laminar-flow aerodynamics and precision all-carbon-fibre composites to deliver a 61% reduction in fuel burn compared with today's super-midsize aircraft.

Under the agreement, F/LIST, an Austria-based global provider of high-end interiors for commercial aviation, business and private jets as well as residences, will lead the development and production of the aircraft's interior furniture and linings, working closely with Otto during the earliest stages of design.

“Because the Phantom is a clean-sheet aircraft, the interior isn't constrained by legacy layouts or systems,” said Olivier Capistran, Principal Engineer - Interiors, Furnishings and Equipment at Otto Aerospace. “Working with F/LIST at this stage allows us to incorporate interior design directly into the aircraft architecture, so the cabin experience reflects the same performance and efficiency the platform is built to deliver.”

Rather than following a traditional supplier model, where vendors are brought in after concepts are finalized and the process shifts into a standard RFI/RFP cycle, Otto and F/LIST are defining requirements together from the start. This ensures the interior is fully integrated with the aircraft's structure and systems, giving engineers and designers the opportunity to reduce weight and improve efficiency while delivering a more imaginative, forward-thinking and cohesive cabin experience.

“Collaborating with Otto at this stage gives us the ability to craft bespoke solutions specifically tailored to this next-generation aircraft, allowing our in-house R&D innovation hub, the F/LAB, to explore concepts that will define tomorrow's interiors,” said Anita Gradwohl, Group Director Customer Relations & Sales F/LIST. “We are applying our expertise in crafting bio-based materials and integrating bold concepts, while considering the structural and aesthetic requirements of the Phantom 3500, to produce a captivating, future-driven interior.”

Binding craftsmanship and technology for over 75 years, F/LIST brings extensive business jet experience to the program. The company's expertise in advanced carbon composite construction and premium cabin creation supports Otto's goal of developing a lightweight interior that is fully aligned with the aircraft's performance architecture.

Central to Otto's cabin experience is its SuperNatural Vision™ (SNV) technology, the world's first ultra-wide digital passenger windows, being developed internally by Otto. SNV will provide passengers with a glare-free, color-enhanced, panoramic view through digital windows that are lighter, quieter, safer, and more energy efficient than anything in the market today.

The Phantom 3500 is currently in development, with first flight targeted for 2027 and entry into service planned for 2030.



Avincis signs contract for up to 15 Airbus H145 helicopters

Avincis, Europe's largest emergency aerial services operator, and Airbus Helicopters have signed a contract for up to 15 H145 helicopters. The new aircraft will be deployed across Avincis' extensive network, strengthening its operational presence in the Nordics, Italy, and Spain for Helicopter Emergency Medical Services and other mission segments like offshore transportation.

“The H145 is the ideal platform for our mission-critical operations, providing the reliability and performance required to save lives and protect communities in the most challenging environments. By expanding our fleet with up to 15 additional H145s, we are ensuring that our crews have the very best technology at their disposal to continue delivering world-class aerial emergency services and specialized offshore transportation across our European territories. We look forward to continuing our successful partnership with Airbus as we modernise our fleet for the future,” said John Boag, CEO of Avincis Group.

In total, there are more than 1,800 H145 family helicopters in service, logging a total of more than 8.5 million flight hours. Powered by two Safran Arriel 2E engines, the H145 is equipped with a full authority digital engine control (FADEC) and the Helionix digital avionics suite. It includes a high performance 4-axis autopilot, increasing safety and reducing pilot workload. Its particularly low acoustic footprint makes the H145 the quietest helicopter in its class, while its CO2 emissions are the lowest amongst its competitors.




Electra Unveils Plan to Reshape Regional Travel With Hybrid-Electric Passenger Aircraft

Electra has unveiled a new conceptual aircraft design for next-generation airliners developed as part of NASA's Advanced Aircraft Concepts for Environmental Sustainability (AACES) 2050 program. The design aims to improve efficiency and competitiveness of aircraft with 100+ passengers by mid-century. The conceptual aircraft uses a wide "double-bubble" fuselage that allows the body of the aircraft to contribute more lift, while two underwing turbofan engines produce thrust as well as electricity to power electric tail fans that ingest and re-energize slower-moving air over the fuselage. This approach could deliver up to a 17% efficiency improvement beyond gains expected by 2050 from advanced structures, engine technologies, and aerodynamic improvements.

Electra's EL9 Ultra Short aircraft is designed to take off and land in spaces as short as 150 feet, using a combination of hybrid-electric propulsion and blown-lift aerodynamics. The aircraft is intended for routes that are too impractical to drive and lack an aerial alternative, aiming to make regional air travel more convenient, affordable, and sustainable.

Electra's expansion of facilities in Manassas, Virginia, and Bleienbach, Switzerland, to support the company's rapid growth and the development of its EL9 Ultra Short aircraft, ensures the company will continue attracting the world-class engineering talent to design, develop, and commercialize its groundbreaking



ERC System and Rheinmetall to build cargo drones in NRW

At ILA Berlin 2026, Rheinmetall, ERC System and the State of North Rhine-Westphalia have entered into a strategic partnership. The aim is to lay the groundwork for the production of the heavy-lift cargo drone Victor U250 in North Rhine-Westphalia

The partners plan to jointly advance the market launch of the Victor U250 by building up local production and supply chains. If successfully implemented, relevant high technologies will be secured in North Rhine-Westphalia and Germany over the long term. In this context, a three-digit number of jobs is to be created by 2029.

The uncrewed, hybrid-electric heavy-lift cargo drone Victor U250 is distinguished in particular by a payload of up to 250 kilograms over 300 kilometres, infrastructure-independent vertical take-off combined with fast cruise flight at around 250 km/h, and a modular payload system.

Rheinmetall contributes its capabilities as an approved aviation organisation and as a provider of solutions for uncrewed flight systems. ERC develops so-called vertical take-off and landing aircraft (eVTOLs) in Germany, currently with a predominantly hybrid-electric propulsion system, for critical missions. They are used, among other areas, in military logistics as well as offshore and coastal logistics, disaster response and medical passenger transport.

The State of North Rhine-Westphalia supports the partners in assessing suitable funding options and site options. It also intends to provide coordinated support for the relevant permitting and approval procedures.







The USAF Lockheed C-5A Galaxy transport, then world's largest airplane, took off weighing more than three-quarter of a million pounds setting several records, including the heaviest take-off weight, 346,000 kilograms , and the heaviest landing weight, 600,000 pounds 272,155 kilograms.

This included 147,417 Kg for the plane itself, 22,679 Kg of test equipment, 105,687 Kg of fuel, and 69,853 Kg of water ballast simulating cargo.

The flight was made at Edwards Air Force Base, Calif., as a routine step in the continuing C-5 test program, according to Aeronautical Systems Division officials at Wright-Patterson AFB, where the C-5 program is managed.








Nigeria, Ogwashi-Uku area, near Asaba, Delta: A Canadair CL-600-2B16 Challenger 601-3A made a precautionary landing on a road in the Ogwashi-Uku area, near Asaba, Delta, after a failed approach to Asaba International Airport (ABB/DNAS). The aircraft later took off at 11:02 LT without prior authorization with destination Lagos-Murtala Muhammed International Airport (LOS/DNMM). The NCAA suspended the operator's AOC as a result.

USA, Butler Memorial Airport (BUM/KBUM), Butler, MO: A Pacific Aerospace 750XL, N221BN, was destroyed when it crashed shortly after take-off from runway 36 at Butler Memorial Airport (BUM/KBUM), Butler, Missouri. The pilot and eleven skydivers were killed. The airport manager stated: "it had just taken off and made a left turn. I think it was losing power, and he was trying to make it over to the highway and land, and he stalled and went down nose first and caught fire." The airplane came down on airport property left of the runway and a fire erupted. The aircraft had been operating for various skydiving centres in the U.S. It arrived at BUM on June 2.

USA, Edwards AFB (EDW/KEDW), Edwards, California: A US Air Force B-52H Stratofortress, operated by 412th Test Wing, crashed shortly after takeoff from Edwards AFB (EDW/KEDW), Edwards, California. The eight occupants, two of whom were from Boeing, perished and the aircraft was destroyed.

Brazil, Recreio dos Bandeirantes, RJ: A Eurocopter AS 350B2 Ecureuil, PR-DJJ, and a Bell 206B JetRanger III, PP-MAC, experienced a mid-air collison and crashed in Recreio dos Bandeirantes, Rio de Janeiro. Five occupants of the Ecureuil and one of the Jet Ranger III perished and both helicopters were destroyed. Ecureuil PR-DJJ crashed into multiple cars, no post-crash fire ensued, and JetRanger III, PP-MAC, crashed into multiple electric vehicles and burst into flames.
